Course Content
After a brief introduction to the Italian constitutional system (the historical origins, the form of state and government, constitutional bodies), the following aspects will be examined: the position of public administration within the constitutional framework; the organization of public administration; the characters, the models and the rules of administrative action; the invalidity regime of administrative acts; the relationship between government and citizens.

The aim is to provide the basic knowledge for understanding the Italian constitutional system and the parliamentary form of government, thus enabling an informed and conscious understanding of the organization and activity of public administrations.

A final interview, in oral form, to verify the knowledge of the Italian constitutional system.
Course program
The course aims to analyze the basic features of the legal phenomenon, the system of government, the features of the Constitution of 1948, the organs and functions of the European Union, the Parliament and the legislative function, the President of the Republic, the Constitutional Court, the Government, organization and competences of regional and local authorities, the constitutional principles governing the organization and activity of public administration.
The course is also intended to provide a general overview of the organization and the administrative activities. In particular the course will focus on the organization's basics (institutions, bodies, offices), the regime and the activity of administrative acts (governing the administrative procedure, disability and self-protection) and the civil liability system of public administration.
